PROBLEM TO BE SOLVED: To provide a heat-sealable film having a cellophane film as a base and having high heat sealing performance and dam-proofing (water vapor barrier properties), and also to provide a forming method of the same. SOLUTION: The heat-sealable film is obtained by forming, at least on one side of the cellophane film, a heat-sealing layer containing 1-12 pts.wt. curatives (poly isocyanate etc.) and 2-25 pts.wt. plasticizer of a low molecular weight, relative to 100 pts.wt. a vinyl chloride-acetic acid vinyl based copolymer whose vinyl chloride content is≥80 wt.% and an isolated acetic acid vinyl content is≤0.1 wt.%.
