PROBLEM TO BE SOLVED: To execute advanced authentication processing at a low cost and less man hours, using a random number table with respect only to a portion of services or users, as an option. SOLUTION: When the user applies for issuing a random number table, the request is transmitted from a terminal unit 103 to a server 101, and a character look-up table generation section 202 generates the random number table (S301). By adding the number of a random number to the generated random number table, or by selecting the random number table corresponding to the random number table number input from the random number table generated in advance, the character look-up table transmission section 203 transmits to the terminal unit 103 the random number table and the random number table number(S302). On receiving from the terminal unit 103 both data obtained by converting the authentication information on the basis of the random number table and the random number table number of the random number table used (S303), an authentication conversion section 204 first identifies the used random number table by using the received random number table number, and then acquires original authentication information by inversely converting the converted authentication information (S304).
