PROBLEM TO BE SOLVED: To transfer a license without complicating a work when a client device with the license imparted thereto is changed. SOLUTION: When a MAC address imparted to the client device, which transmits an ID and a password imparted by each user, is different from a MAC address managed in association with the ID and the password, the client management part 22 of a license management apparatus changes the MAC address to be managed in association with the ID and the password into the MAC address imparted to the client device which transmits the ID and the password, and also changes license data, managed in association with the MAC address managed in association with the ID and the password, into the MAC address imparted to the client device which transmits the ID and the password.
