PROBLEM TO BE SOLVED: To provide a video recording and reproducing apparatus and a video recording and reproducing method which automatically select from recorded titles in an HDD recording apparatus a title which can be stored in a remaining recording capacity of a dubbing destination recording medium, or a title which is related to a title already dubbed, and present the title to be dubbed. SOLUTION: The video recording and reproducing apparatus has a free space acquiring means (11a) for acquiring a free space in a dubbing destination recording medium, a selecting means (11b) for selecting a title to be dubbed which can be stored in the capacity acquired by the free space acquiring means, a free space time bar generating and displaying means (11c) for generating and displaying a time bar indicating the free space on a screen, and a dubbing title time bar generating and displaying means (11d) for generating and displaying a time bar to be used for comparing the time bar for the title selected by the selecting means with the free space time bar by converting the data size.
