PROBLEM TO BE SOLVED: To provide a magnetic recording medium having high recording density characteristics. SOLUTION: A method of manufacturing the magnetic recording medium includes a non-magnetic layer formed on one surface of a non-magnetic support using non-magnetic paint containing non-magnetic powder, and a magnetic layer containing magnetic powder on the non-magnetic layer.
