PROBLEM TO BE SOLVED: To control transmission of a message to a receiving terminal by considering conditions of both a receiving side and a transmitting side and appropriately using the conditions of the receiving side and the transmitting side. SOLUTION: Receiving-side conditions and transmitting-side conditions are registered in a receiving-side condition database 23a and a transmitting-side condition database 23b, respectively. A message control part 26 selects at least one of the receiving-side conditions or the transmitting-side conditions as a use condition. The message control part 26 determines the message transmission method to the receiving terminal based on the selected use condition, and controls the transmission of the message according to the determined result.
