PROBLEM TO BE SOLVED: To provide a cleaning roll for a charging roll, a charger, a process cartridge, an image forming device and an image forming method, capable of removing foreign matter on a surface of the charge roll, capable of maintaining satisfactory cleaning performance over a long period, and capable of preventing an image defect such as a color dot from being generated caused by contamination due to deposition and accumulation of transfer residual toner and the foreign matter on the surface of a charging member. SOLUTION: The cleaning roll for the charging roll has a core body, and an elastic layer provided on an outer circumferential face of the core body and having 1-10 mm H<SB>2</SB>O or less of pressure loss, the charger has the cleaning roll for the charging roll, the process cartridge and the image forming device are provided with the charger, and the image forming method uses the charger.
