PROBLEM TO BE SOLVED: To provide a ceramic heater in which the temperature rise of a paper non-passing portion is reduced and the heat generation of the whole heater including a paper passing portion is uniformized. SOLUTION: A first heating part is formed of narrow heat generating resistors 12, 13 along the longitudinal direction of a long plane ceramic substrate 11. A second heat generating part is formed of a broad heat generating resistor 19 whose length is the short side direction of the ceramic substrate 11 and whose width is the longitudinal direction thereof, between the heat generating resistors 12, 13. The whole of one ends of the heat generating resistors 12, 13, 19 is connected to an electrode 15, and the whole of the other ends is connected to an electrode 16. An overcoat layer 20 for protection is formed on the first and second heat generating parts where the electrodes 15, 16 are at least left. When the temperature of a paper non-passing portion of the first heat generating part rises, a paper non-passing portion of the second heat generating part is made to hardly generate heat and heat generated by the first heat generating part is transferred to a portion of the second heat generating part where heat is not generated, whereby the heat generation amount in the whole first and second heat generating parts can be made even.
