PROBLEM TO BE SOLVED: To provide an ion generating element and an ion generator capable of stably discharging for a long time by concentrating an electric line of force efficiently even if a foreign matter adheres to a part near the discharge electrode. SOLUTION: The ion generating element is provided with a discharge electrode 5 formed on the surface of a dielectric 4, a dielectric electrode 6 formed in the dielectric 4 and arranged opposite to the discharge electrode 5, and a protection layer 7 formed on the dielectric 4 so as to cover the discharge electrode 5. A conductor 8 is formed on the same face with the discharge electrode 5. By this structure, since the electric line of force can be efficiently concentrated to tip of the discharge electrode 5 and the electric field density becomes high in the electric field concentrated part, discharge can be performed stably even if the foreign matter adheres to a part near the discharge electrode.
