PROBLEM TO BE SOLVED: To provide a sound signal processing apparatus and a program capable of improving the specified accuracy of an utterance period. SOLUTION: A feature quantity calculation section 54 sequentially calculates a feature quantity C, which is used by a sound analysis device 80 for analyzing a sound signal S, for each frame F of the sound signal S. A frame information generating section 56 generates frame information F_HIST for each frame F of the sound signal S, and stores it in a storing section 64. A first period specifying section 30 specifies regarding the utterance period P1 for the sound signal S. An output control section 62 sequentially outputs the feature quantity C of each frame F of the utterance period P1, to the sound analysis device 80. A second period specifying section 40 specifies an utterance period P2 with the utterance period P1 shortened, on the basis of the frame information F_HIST stored in the storing section 64, and notifies this to the sound analysis device 80.
