PROBLEM TO BE SOLVED: To control leak current by controlling bulk bias of a transistor constituting a current mode logic circuit and to perform a high-speed operation by controlling the bulk bias when the high-speed operation is required more than the leak current by application. SOLUTION: The current mode logic circuit includes: a first NMOS transistor in which a first load is connected to a drain, and an input terminal for applying data is connected to a gate; a second NMOS transistor in which a second load is connected to a drain, and an input terminal for applying negative reference voltage to a gate; and a third NMOS transistor in which a drain is connected to respective sources of the first and the second NMOS transistors, and an input terminal for applying reference voltage is connected to a gate, wherein bulk bias of the first, the second and the third NMOS transistors is controlled to control at least one of leak current and operation speeds of the first, the second and the third NMOS transistors.
