PROBLEM TO BE SOLVED: To obtain a progressive signal in which harmful effects such as tailing and an afterimage are reduced, by executing non-circular noise removal by using a delay signal common to noise removal processing and three-dimensional IP conversion processing without substantially increasing a circuit scale. SOLUTION: A video signal processing apparatus is provided with a non-circular noise removal processing means (20) for removing noise by performing filtering processing by signals of a plurality of fields where a pixel in a picture exists on the same position and a three-dimensional IP conversion processing means (65) for performing three-dimensional scanning line conversion by a noise-removed signal outputted from the non-circular noise removal processing means (20) when an interlace signal is inputted; wherein a progressive signal outputted from the three-dimensional IP conversion processing means (65) and the noise-removed signal outputted from the non-circular noise removal processing means (20) are switched by a switching means (62).
