PROBLEM TO BE SOLVED: To provide a technology for appropriately controlling call origination to a specific telephone number. SOLUTION: A communication control device 10 comprises: a first database 50 for storing thereon a list of telephone numbers to inhibit call origination thereto; a position detection circuit 32 which extracts as data to be compared data of a prescribed length from a prescribed position in communication data for originating a telephone call so as to include a script being stored in a payload; a mask circuit 380 which masks data, other than a telephone number of a call origination destination, in the extracted data to be compared; a retrieval circuit 30 which retrieves from the first database 50 the telephone number of the call origination destination included in the masked data to be compared; and a processing execution circuit 40 which inhibits call origination to the telephone number of the call origination destination included in the obtained communication data when the telephone number is registered on the first database 50.
