PROBLEM TO BE SOLVED: To reduce workload of a user for creating control picture data. SOLUTION: A picture intermediate information file generation function part 14 generates a picture intermediate information file 4 (for example, XML format) corresponding to a generated PLC application 12 based on pregenerated and prestored FB picture cooperation information 2, and transfers it to a POD loader 20 side. A picture intermediate information file interpretation function part 25 of the POD loader 20 generates a set picture components configured by setting an instance path and an instance name on a picture component corresponding to each program component of the PLC application 12 based on the picture intermediate information file 4 and each picture component pregenerated and prestored in a picture component library 3, and stores the generated set picture components into a set picture component library 21, and makes a picture editor 22 use this.
