PROBLEM TO BE SOLVED: To adjust damping force characteristics in intermediate and high speed regions of piston rod speed without disassembling a hydraulic shock absorber, and to make compatible ride comfort and operation stability. SOLUTION: In the hydraulic shock absorber 10, a first adjustment part 80 for adjusting a damping force by the passage resistance of a bypass passage 56 by moving a needle valve 85 is provided in a cap 15. The cap 15 has a second adjustment part 90 for adjusting a set load of a spring 97 for energizing a pressure side damping valve 54A in the closing direction and adjusting the damping force caused by the deformation of the pressure side damping valve 54A.
