PROBLEM TO BE SOLVED: To provide a device for heating a recording medium, a recording apparatus, and a method for heating the recording medium for drying a recording sheet to an appropriate dryness level regardless of the dryness level (moisture level) of the recording sheet. SOLUTION: The recording apparatus includes: a microwave irradiation part 36 for radiating microwaves to the recording sheet P; a microwave incidence part 37 for receiving the microwaves reflected from the recording sheet P; and a microwave irradiation control means (CPU 25) for determining the dryness level of the recording sheet P on the basis of the reception level of the microwave incident part 37 and controlling the microwave irradiation part 36 to be irradiated with the microwaves a plurality of times according to the dryness level.
