<P>PROBLEM TO BE SOLVED: To provide a windmill light-emitting delineator having greatly improved visibility for developing effects on following vehicles. <P>SOLUTION: The windmill light-emitting delineator includes a windmill type light emitting part on which a plurality of blades are provided in a plane perpendicular to a vertical rotating shaft in certain angles around the rotating shaft and which has a light emitting face consisting of a light reflecting plate and a LED element and formed on the outer face sides of the plurality of blades, a power generation part having a piezoelectric bimorph element fixed to the rotating shaft and arranged with its front end crossing a rotation passage for the blades, the LED element of the windmill type light emitting part being connected to the power generation part having the piezoelectric bimorph element, and a control part for controlling them. The windmill type light emitting part on which the blades are provided is rotated with natural wind, and the piezoelectric bimorph element is displaced in contact with the blades to generate electromotive force.
