PROBLEM TO BE SOLVED: To provide a blocked polyisocyanate composition capable of forming a cross-linked coated film even at a low baking temperature of≤100°C, and a coating composition by using the same. SOLUTION: This blocked polyisocyanate composition is obtained by the reaction of one, or two or more polyisocyanate compositions selected from among an aliphatic polyisocyanate composition, alicyclic polyisocyanate composition and aromatic polyisocyanate composition with an active methylene compound expressed by formula (I) [wherein, R<SB>1</SB>is H or a 1-8C alkyl; and R<SB>2</SB>is a 1-8C alkyl, phenyl or benzyl group].
