PROBLEM TO BE SOLVED: To perform normal operation quickly even after facilities are extended and renovated and are tested. SOLUTION: A master system server has a main database 21 for storing facility data collected via a local system. A slave system server has a sub database 31 that stores facility data collected via the local system when the facilities are not tested and reflects the facility data stored in the main database 21 at a prescribed period. The slave system server also has an auxiliary database 33 for storing facility data collected via the local system to which facilities to be tested are connected, when the facilities are tested. Then, the master system server reflects the facility data collected from facilities that have not been tested to the main database 21 from the facility data stored in the auxiliary database 33.
