PROBLEM TO BE SOLVED: To provide a steam supply device and a steam supply method capable of supplying a required amount of steam to a user without consuming the steam wastefully. SOLUTION: The steam supply device supplies the steam to the user of the steam through a steam pipe 18. The steam supply device comprises: a steam pressure control valve 16 disposed upstream of the user and along the steam pipe 18; a steam trap 51 disposed downstream of the user of the steam and disposed to the steam pipe 18; a steam trap inlet pressure detector 101 detecting the inlet pressure of the steam trap 51; and a steam pressure control valve control device 120 of which the set value has the minimum inlet pressure of the steam trap 51 supplying the required amount of the steam to the user of the steam, and which outputs a control signal according to deviation between a set value and the inlet pressure of the steam trap 51 to the steam pressure control valve.
