PROBLEM TO BE SOLVED: To reduce the load of a monitoring CPU 111 for monitoring the state of a rotary encoder RE and surely detecting the anomalies of pulse signals. SOLUTION: The monitoring CPU 111 is built in the rotary encoder RE. The built-in monitoring CPU 111 performs control that changes over from its monitoring items to a monitoring item to be monitored by internal interrupt, while its rotation is halted, to transmit monitoring results as to whether an internal circuit is normal, to an electronic control unit 207; change-over to a monitoring item to be monitored by external interrupt during its rotating operation, to output the failure output to the upper unit 207, when a phase difference between at least two pulse signals is equal to a prescribed value or greater; perform computations of subsequent pulse signals, when the phase difference is less than the prescribed value;and output the failure output to the unit 207, when a computation result lies within a prescribed range.
