The method involves broadcasting service specific data (DSD) and trigger criteria (TK) from an external network to a subscribed network. User information (NI) is transmitted from the subscribed network to the external network. The service specific data and the trigger criteria are controlled by a service interface (Sh) for a home subscriber server (HSS), and are stored in the HSS. The user information is transmitted from the HSS via the service interface for an open service access service capability server (OSASCS) at the subscribed network to a service server (AS) of the external network. Independent claims are also included for the following: (1) an open service access service capability server (OSASCS) for using a local service by a subscriber of a subscribed network roaming in an Internet protocol (IP) multimedia subsystem (IMS) external network (2) a service capability interaction manager (SCIM) for using a local service by a subscriber of a subscribed network.
