<P>PROBLEM TO BE SOLVED: To provide an electrocatalyst capable of effectively designing a three phase interface and constructing an electrode having excellent power generation performance. <P>SOLUTION: The method of manufacturing the electrocatalyst includes an Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>/C preparing process preparing Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>/C by depositing Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>(a+b=1; 0<a≤1; 0≤b<1; M is at least one kind of metal cation selected from In, Al, Ga, Sc, and Y) on the surface of a carbon particle, and carrying Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>on the carbon particle; and a noble metal-Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>/C preparing process preparing noble metal-Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>/C by depositing noble metal on the surface of the Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>/C and carrying Sn<SB>a</SB>M<SB>b</SB>P<SB>2</SB>O<SB>7</SB>and noble metal on the carbon particle.
