PROBLEM TO BE SOLVED: To obtain the noise suppression effect that reduce trailing even in a high-resolution video signal. SOLUTION: A frame delay module to delay a first frame of a video signal; a first difference generate module to generate a first difference value between the delay frame and a second frame; a first line delay module to delay the first frame; a second line delay module to delay the second frame; a second difference generate module to generate a second difference value between the first frame and a first line delay frame; a third difference generate module for between the second frame and a second line delay frame; a fourth difference generate module to generate a fourth difference value between the first line delay frame and the second line delay frame; a first correction module to correct the first frame by using the first difference value on the basis of a logical sum or a logical product of the third difference value and the fourth difference value; and a second correction module to correct the second frame by using the first difference value on the basis of a logical sum or a logical product of the second difference value and the fourth difference value, are included.
