PROBLEM TO BE SOLVED: To implement continuity of a combined spring load property of an air spring and a coil spring. SOLUTION: In a hydraulic shock absorber 10, both terminals of the coil spring 13 are respectively connected to a vehicle body side tube 11 and an axle side tube 12, air closed in an air chamber 32 constitutes an air spring, and the air spring generates so that a compression side load extending the hydraulic shock absorber 10 is continuously changed at all of strokes from an extension side to a compression side of the hydraulic shock absorber 10. The coil spring 13 generates an extension side load contracting the hydraulic shock absorber 10 on an extension side of the hydraulic shock absorber, and a compression side load extending the hydraulic shock absorber on a compression side to continuously change in all of strokes on the extension side to the compression side of the hydraulic shock absorber, the continuity of the combined spring load characteristics of the air spring and coil spring 13 is implemented in approximately all of the strokes on the extension side to the compression side of the hydraulic shock absorber 10.
