PROBLEM TO BE SOLVED: To provide a valve timing control device of an internal combustion engine capable of surely locking a VVT when stopping operation of an engine. SOLUTION: When engine stop request is detected, the engine stop is delayed until predetermined delay time (Teoff) elapses after detecting the engine stop request while operating a VVT to a returning direction (a direction in which a lock pin is fitted into a lock hole) at the maximum velocity. The delay time (Teoff) is set on the basis of returning velocity (VTc) of the VVT and oil temperature (tho) when the VVT is operated in the returning direction at the maximum velocity.
