PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of materializing a stable idling state with low fuel consumption without deteriorating emission. SOLUTION: A target air-fuel ratio in the idling state is operated and the target air-fuel ratio is materialized by operating an idling intake air adjusting device 15. An air current adjusting valve 17 is operated to intensify turbulence of intake flow in a cylinder 2 during the idling state. The target air-fuel ratio is operated to continue maintaining a lean state in which air-fuel ratio in the idling state is leaner than the theoretical air-fuel ratio in a range that exhaust emission control performance of an exhaust emission control device 18 including a three-way catalyst can be maintained.
