摘要 A packet loss frequency computation part (102) counts packet losses which have been generated in a specified interval expressing the interval of continuous IP packets as packet losses of one time from an extracted packet loss pattern, and computes the counted value as a packet loss frequency. Moreover, the packet loss frequency computation part (102) computes a burst packet loss length expressing the number of continuously lost packets from the packet loss pattern. An average burst packet loss length within a quality estimation interval is computed from the burst packet loss length, and a packet loss variation index computation part (106) derives a packet loss variation index from the average burst packet loss length. Meanwhile, an encoding quality computation part (103) computes an encoded image quality value based on an extracted encoding bit rate and frame rate. An image quality estimation part (104) computes the encoded image quality value, the packet loss frequency, and the packet loss variation index. Thereby, the quality of the image in which a burst packet loss has occurred can be correctly estimated.
