<P>PROBLEM TO BE SOLVED: To solve problems that connection processing from a terminal device 20 is useless if there is no change in services that are provided from a base station apparatus 10. <P>SOLUTION: A content transmitter 12 distributes content, and an update information management part 14 manages update information related to update of content distributed by the content transmitter 12. An identifier generator 16 generates a notification identifier with update information managed by the update information management part 14, and the update information includes the content update time or time until content update.
