<p><P>PROBLEM TO BE SOLVED: To provide a technology for appropriately testing a protocol converter. <P>SOLUTION: A testing device 900 tests a communication control device 10 that functions as a protocol converter for converting call control procedures of an IP telephone. The testing device 900 includes: an output section 904 for outputting data to the communication control device 10; a holding section 950 for correspondingly holding therein data to be output to the communication control device 10 and data to be output from the communication control device 10; an input section 906 for inputting thereto data output from the communication control device 10; an examination section 908 for examining whether or not the communication control device 10 is normally operating; and an update section 952 for updating data held in the holding section 950 with update of the database.
