PROBLEM TO BE SOLVED: To provide a method for the pretreatment of a herbal biomass, capable of producing a sugar liquid usable for ethanol fermentation in high efficiency at a low cost by using a herbal biomass raw material such as malt feed, and a method for producing ethanol by using the sugar liquid produced by the pretreatment method. SOLUTION: The pretreating method for a herbal biomass includes the treatment of a herbal biomass raw material in a dilute sulfuric acid having a concentration of 0.5-10% under normal pressure at 50-100°C for 1-24 hr, the neutralization of the treated product with an alkali and the hydrolysis of the neutralized product with an enzyme to obtain a sugar liquid.
