PROBLEM TO BE SOLVED: To provide a new bipolar organic compound, and a light emitting element with a reduced driving voltage and to provide a light emitting element with reduced energy consumption and to provide a light emitting device and electronic devices with reduced energy consumption by using the light emitting element. SOLUTION: The quinoxaline derivative has a structure in which carbon at one or both of the 2-position and the 3-position of the quinoxaline unit are bonded, via an arylene group, with an amine unit which has a heteroaromatic ring (a hetero ring) with a substituted or unsubstituted five-membered ring.
