<P>PROBLEM TO BE SOLVED: To reduce uneven light emission of a light-emitting member. <P>SOLUTION: A light-emitting device 1 has a light-emitting element 13, a translucent member 14, and the light-emitting member 15. The translucent member 14 is provided on the light-emitting element 11 and has a first layer 14-1 and a second layer 14-2. The second layer 14-2 is provided on the first layer 14-1 and has a refractive index smaller than that of the first layer 14-1.
