PROBLEM TO BE SOLVED: To provide an induction heating apparatus that is free from causing partial excess temperature rising even when the forms of small size are continuously fed, having stable fixing performance and enhancing heating efficiency, and to provide a fixing device and an image forming apparatus. SOLUTION: The fixing device 1 includes a heating roller 11; a pressure roller 12; and a magnetic flux generating part 13 applying magnetic flux to the heating roller 11, and the heating roller 11 includes a first conductive layer (a main heating element layer 24), a second conductive layer (a heating control layer 23), and a third conductive layer (a core bar 21) in order near the magnetic flux generating part 13, the first conductive layer and the second conductive layer are made of a magnetic material, the third conductive layer is made of a material which has lower magnetic permeability at room temperature than the first conductive layer and the second conducive layer, and lower resistance at high temperature than the second conductive layer.
