PROBLEM TO BE SOLVED: To provide a daylight shading controller capable of enhancing worker's degree of awakening by the stimulus caused by light while saving energy through the utilization of daylight. SOLUTION: This daylight shading controller enables a worker to utilize daylight to prevent the worker from feeling dazzling when he/she sees a daylighting part (to suppress and control worker's sense of dazzling by a controlling means 3) if degree M of awakening of all the workers exceeds a first awakening degree reference value Mth1. On the other hand, if the degree M of awakening of all the workers is below the first awakening degree reference value Mth1 and outdoor illuminance exceeds a predetermined illuminance reference value, quantity of incident light coming into an office room is increased up to such extent that the worker feels dazzling when he/she sees the daylighting part to enhance the worker's degree of awakening by the stimulus caused by light.
