<P>PROBLEM TO BE SOLVED: To satisfactorily prevent accumulation of toner in a toner cartridge with simple and inexpensive constitution. <P>SOLUTION: The toner cartridge 11 is attached to be inclined by a proper angle θ to a developing container 4a of the developing device 4, whereby the toner T stored inside the toner cartridge 11 is moved by gravity in accordance with a difference of height in a center axial line Oc direction, so as to satisfactorily eliminate the accumulation state of the toner T.
