<P>PROBLEM TO BE SOLVED: To provide a light irradiating device capable of irradiating light emitted by a light source part and efficiently and promptly completing processing. <P>SOLUTION: The light irradiating device comprises the light source part 3, an irradiating window part 2 for irradiating the emitted light of the light source part 3 to the skin surface of a processing object, a distance sensing part for detecting the moving distance on the skin surface of the irradiating window part 2, and a tension imparting part for giving tension for stretching the skin surface of the processing object.
