<p><P>PROBLEM TO BE SOLVED: To provide an asset information management technology for efficiently managing the asset information of a terminal connected to a network. <P>SOLUTION: An asset information management part 22 manages the terminal identification information of a terminal C and the user identification information of the user of the terminal C by associating those information with each other as a normal terminal Cs, and a terminal decision part 25 decides whether or not the terminal which is being used is the normal terminal Cs or a new terminal Cd based on the operation information obtained from the terminal C, the terminal identification information obtained from the operation information and the user identification information of the user.
