PROBLEM TO BE SOLVED: To provide a compact and inexpensive developing device in which a developer carrier can make abut on or away from a latent image carrier without requiring the addition of a new member and a drastic configuration change and to provide an image forming apparatus using the developing device. SOLUTION: The developing device includes: the developer carrier 20Y carrying liquid developer; a developer carrier cleaning blade 21Y removing the liquid developer on the developer carrier 20Y; and a rocking mechanism moving the developer carrier 20Y to a position where it comes into contact with or separates from the latent image carrier 10Y. A rocking support point 30aY is arranged so that when the developer carrier 20Y is rocked to the position where it separates from the latent image carrier 10Y by the rocking mechanism, an angle formed by the direction of the developer carrier cleaning blade 21Y and a gravitational line G is small.
