PROBLEM TO BE SOLVED: To provide a surface-projected membrane formed by coating, printing, or the like and a method for forming the membrane. SOLUTION: The surface-projected membrane 10 is formed through a first step of forming a coating material 12 by adding and mixing filler 12b having anisotropy in the form to a binder 12a; a second step of applying the produced coating material 12 to the surface of a substrate 11; a third step of keeping the substrate 11 coated with the coating material 12 in a ferromagnetic field rectangular or at a prescribed angle to the substrate surface, orienting the filler 12b in the coating material 12 to be perpendicular or at a prescribed angle to the surface of the substrate along the magnetic fluxes and simultaneously floating the filler 12b in the binder 12a by magnetic Archimedes effect, and thus unevenly placing the filler 12b in a surface region in a manner that the filler 12b is projected from the surface of the coating material 12; and a fourth step of curing the coating material 12.
