PROBLEM TO BE SOLVED: To provide a device for heating a recording medium, a recording apparatus and a method for heating the recording medium for drying a recording sheet to an appropriate dryness level regardless of the dryness level (moisture level) of the recording sheet. SOLUTION: The recording apparatus includes: a microwave irradiation part 36 for irradiating the recording sheet P with microwaves; a microwave incidence part 37 for receiving the microwaves reflected from the recording sheet P; and a microwave irradiation control means (CPU 25) for determining the dryness level of the recording sheet P on the basis of the reception level of the microwave reception part 37 and controlling an irradiation dose or the irradiation intensity of the microwaves radiated by the microwave irradiation part 37 according to the dryness level.
