PROBLEM TO BE SOLVED: To solve a problem wherein an electric method such as a cable system with electric wiring and a wireless system is conventionally used as a water leakage detecting method of water supply line, while an accident such as disconnection frequently occurs, needing great effort for construction, especially, it is difficult or impossible to detect water leakage by minute flow due to loose tightening of a faucet plug, aging of packing or the like. SOLUTION: An inner valve object 43 for blocking an impeller rotation channel if the flow rate reaches a predetermined value or more, and an intermediate axis channel 33 communicating with the impeller rotation channel 41 are disposed. An on-off valve 3 on a main valve secondary side opening or closing with the flow rate is set in the secondary side channel of a channel main on-off valve of the water shut off valve, and an impeller mechanism rotated by water leakage flow coming into the impeller rotation channel through the intermediate axis channel is disposed.
