A method is provided to continuously manufacture cold-rolled steel by machining a coil of white steel through uncoiling-welding equipment, a strip accumulator and a cold rolling apparatus. A method for continuously manufacturing cold-rolled steel comprises a step of preparing a coil(100) of white steel(400) which is manufactured by annealing, pickling, and hot-rolling cast steel, a step of unrolling the white steel coil through uncoiling-welding equipment(21) and welding it, and a step of letting the flattened and welded white steel successively pass through a first strip accumulator(22), a cold rolling apparatus(23), a degreaser(24), a second strip accumulator(25), annealing-pickling equipment(26), a third strip accumulator(27), a temper rolling apparatus(28), a tension leveling apparatus(29), a fourth strip accumulator(31), and trimming-recoiling equipment(32), thereby making cold-rolled steel.
