A composition comprising cake phase foundation using water(purified water) and sugar is provided to stabilize the foundation and cut the manufacturing price. A cosmetic composition of cake phase foundation comprises 0.1~20% weight of water and 0.1~10% weight of sugar. A method for producing the cake phase foundation and concealer comprises: a step of mixing water and sugar; a step of additionally mixing 3~10% of wax, 20~30% of oil (ester oil and silicon oil), 1~3% of surfactant, 10~30% of titanium oxide and 1~5% of iron oxide; a step of mixing at 70~90°C for enough time; and a step of containing in a container.
