An apparatus, a system and a method for restricting watching are provided to display an authentication processing procedure on a screen, thereby notifying a user of a problem during a procedure and a procedure program. A user authenticator(133) analyzes a user authentication key to determine whether a user is valid. A decoder(113) decodes encoded broadcasting data. If the encoded broadcasting data is normally decoded, a broadcasting access right decider(115) determines that a broadcast watching right exists. A controller generates a control signal so that the decoded broadcasting data is watched. A signal processing unit processes the decoded broadcasting data. |
