A wireless base station, a wireless communication control system, and a wireless communication control method are provided to prevent omission of user data even though switching occurs in a baseband processor. A wireless base station(200) comprises a switching determination unit, an information transmission unit and a handoff execution unit. The switching determination unit determines whether to perform switching from the first baseband processor to the second baseband processor. When switching into the second baseband processor by the information transmission unit is determined, a stop request of stopping transmission of the user data is transmitted. The information transmission unit transmits the stop request indicating transmission speed of the user data by zero. The handoff execution unit performs handoff from the first baseband processor to the second baseband processor based on transmission determination of the stop request or transmission of the stop request by the information transmission unit.
