A ground plate is provided to reduce an electric resistance by increasing the electricity reducing effect of a conductive layer and to increase a round effect by adding plural curved parts to an exterior shape of the main body of the ground plate. . In a main body of a ground plate, a mortar is made of cements, rock powders, sands, graphite and water. A steel fiber is uniformly distributed and formed inside the body of the ground plate. A ground connecting rod(102) is made of a low carbon steel at which hot dipping or copper plating is formed for the prevention of corrosion of the outer plane. A ground net(104) having a mesh shape is connected to the ground rod.
