An apparatus and a method for providing visibility enhancement in a portable terminal are provided to adjust brightness chromaticness when an image outputted to a display of the portable terminal, thereby improving visibility. A visibility controlling event is generated(210). An RGB signal of an image outputted on a display screen of a portable terminal is inputted. The inputted RGB signal is transformed to a tristimulus value(214). The transformed tristimulus value is transformed to a color space value. The transformed color space value is transformed to L(brightness), C(chromaticness), and H(color) values. Brightness of the entire area of an image outputted on the display screen is adjusted by using the transformed L,C and H values. Chromaticness of each pixel area is adjusted. An RGB signal is generated by using the transformed tristimulus value(228).
