A soundproof and vibration-proof mat for a vehicle is provided to block the electromagnetic wave generated in electronic equipment of a vehicle and to remove the smell generated in the inside of a vehicle using a strengthening pad. A soundproof and vibration-proof mat for a vehicle comprises a synthetic rubber pad(100), a copper plate sheet(200), and a release paper(300). The synthetic rubber pad is attached to the floor inside a vehicle or both lateral doors and is made of one or more of polyol resin, butyl rubber, silicon resin and polyurethane to prevent noise and vibration generated in a vehicle. The copper plate sheet is attached to the top of the synthetic rubber pad and prevents the synthetic rubber pad from sliding down and blocks electromagnetic wave generated in the electronic equipment of the vehicle. The release paper is attached to the bottom of the synthetic rubber pad and protects adhesion of the synthetic rubber pad.
