Waterproofing footwear and a manufacturing method for the same are provided, which absorb impact more efficiently by changing the impact absorbent behavior according to the impact quantity. Waterproofing footwear comprises: an insole(10) in which a plurality of penetration holes(12) are equipped in the central part and the protrusion(11) is equipped through the entire region of the bottom surface; humidity transmission cloth(21) in which the edge part is welded and a midsole(22); a band(30) which is welded into the edge part upper of the mid sole and the humidity transmission cloth and is made of humidity transmission cloth. A waterproofing footwear manufacturing method comprises: a step of injecting the insole; a step of welding the edge part of the midsole; a step of welding the band; and a step of welding the band and the upper.
